Tom discovered an opportunity to use the No Shrug Policy in his own backyard. In St Tammany Parish (a county in the rest of the US), there is an ordinance prohibiting firearms on the Tammany Trace (tammanytrace.org). However, Louisiana has a state preemption law, thus causing the problem.
